Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons for Granting: The application site is a two-storey, detached dwelling located on the north east side of Chequer Tree Way, Maulden. No. 11 is constructed of buff brickwork with a gable tile roof and currently benefits a single-storey rear projection with a first-floor balcony above. The proposal consists of a loft conversion with rear dormers and a Juliet balcony, and front and rear rooflights. The eastern rear dormer would have a depth of 4.2 metres, a width of 3.5 metres, a height to the eaves of 2.25 metres and a maximum gable roof height of 4 metres. To the west, the proposed rear dormer would have a depth of 2.7 metres, a width of 1.9 metres, a height to the eaves of 1.4 metres and a maximum gable roof height of 2.5 metres. Chequer tree Way is characterised by two-storey, detached dwellings of similar age and design. Small, gable roof dormers are evident within the wider streetscene as such the proposal is not considered to be at odds with the existing grain or pattern of development. On the basis of design and scale, the dormers would form a subservient and proportionate addition to the host dwelling which would be constructed of materials to match that of the existing property, and would be confined to the rear of the application site. As such, the proposal is not considered to result in any detrimental impact upon the character and appearance of the host dwelling or wider area. The proposed rooflights to the front and rear roof slope would be considered minor additions, which would not give rise to any material impact on the character and appearance of the area. Regarding the siting of the proposal, the proposed rear dormers would not face onto any neighbouring dwellings and as such would not provide views into any private amenity space. Furthermore, similar views could be achieved by the existing first-floor balcony at the site. Therefore, the proposed dormers are not considered to give rise to any overbearing impact, unacceptable overlooking or loss of privacy to any neighbouring property. The proposed rooflights would be upward facing and as such would not result in any overlooking or loss of privacy to any neighbouring dwellings. The existing property is a four bedroom dwelling and the proposed development would increase this to a five bedroom dwelling. The site currently has two existing off-street parking spaces and therefore falls short of two further parking space as required by the Parking Standards SPD. The nearby roads do not appear to be part of a controlled parking zone and appear to have ample capacity for safe and sensible parking. It is not considered, on balance, that the development would result in an unacceptable impact upon highway safety in accordance with Policy TR3 of the NPPF, and is therefore acceptable in this regard. As such, the proposal would be in accordance with Policies T2 and T3 of the Central Bedfordshire Local Plan and the Parking Standards for New Developments SPD. Maulden Parish Council were consulted on this application and did not provide any comments. The application was subject to public consultation and no representations were received. The Tree and Landscape Officer was consulted on the proposal and raised no objections.
