Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons for Granting The application site relates to a semi-detached two storey dwelling and its residential curtilage located on the east side of Bedford Road, Houghton Regis. Midway Cottage is constructed of brickwork with a tiled pitched roof and is surrounded by properties varying in design and scale. Planning permission is sought retrospectively for the erection of a garage outbuilding and hardstanding to the rear of the main property. The outbuilding has an approximate depth of 7.5 metres, a width of 3.4 metres, an eaves height of 2.4 metres and a maximum height of 3.6 metres. In terms of design, the outbuilding is not considered to have a detrimental impact on the character and appearance of the area or the application site itself due to its pitched roof, use of brickwork similar to the host dwelling, modest size and its setting back from the highway. The hardstanding would also not be considered to have a detrimental impact on the character and appearance of the area or the application site itself due to the modest width of the hard standing that allows potential for green landscaping either side of the hardstanding. Therefore, the proposal is not considered to have a detrimental impact on the character and appearance of the area, in accordance with Policy HQ1 of the Central Bedfordshire Local Plan. The garage outbuilding is separated at least 1.3 metres from any shared boundaries with neighbouring properties and is then significantly separated from any neighbouring properties. This significant separation distance combined with the modest scale of the garage result in it not being considered to have a detrimental impact on neighbouring amenity. The hardstanding is also not considered to have a detrimental impact on neighbouring amenity due to its limited scale. On the basis of the scale and nature of the development, adequate parking has been retained as the proposal has been shown on plan to not create any additional bedrooms and as such will not be required to demonstrate further onsite parking. Highways were consulted on the application and raised no objection in regard to highway safety. Therefore, the proposal would be in accordance with Policies T2 and T3 of the Central Bedfordshire Local Plan and Section 12 of the NPPF. Houghton Regis Town Council were consulted on the application, but no comments were received. Natural England were consulted, but no comments were received. Neighbourhood Planning were consulted on the application and advised that the Houghton Regis Neighbourhood Plan is adopted, forms part of the CBC Development Plan and as such full weight can be given. Archaeology were consulted and raised no objection as the application is retrospective. The application was also subject to public consultation, and no comments were received.
