- Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons For Granting, The property is a semi-detached dwelling located along Kingsmede in Shefford. This application consists of the conversion of an existing front garage into a play room and gym. The existing front garage was originally constructed under a previous permission (SB/00/00099) to the forward elevation of the main dwellinghouse. As such, this proposal remains a visible addition to the streetscene of Kingsmede. However, the only external alterations to the existing property would be the removal of an existing roller garage door, and its replacement with a brick wall and two windows to the forward elevation, as well as a single rooflight on the existing single storey roofslope. No other additional built form would be proposed within this application. Therefore, due to these minor alterations, the proposed conversion would not lead to any detrimental harm to the character and appearance of the surrounding area. Additionally, it is noted that the surrounding area is characterised by two-storey semi-detached dwellings which benefit from a single garage to the forward elevation of the site. As such, the proposed conversion would not be at odds with the existing grain and pattern of development within the streetscene. The existing garage is connected to the single garage of a neighbouring property (15 Kingsmede). However, as no further built form is proposed, and the external fenestration would be located on the principal elevation away from this adjacent neighbour, the proposal is not considered to lead to any detrimental harm to the amenities of this neighbouring property. Additionally, the proposal would remain sufficiently separated from the other adjacent neighbour by some 6.8m. A rooflight has been proposed facing this neighbour, however due to existing boundary treatment between the two, and the location of the rooflight above existing head height, no overlooking impacts are expected to occur from the introduction of this proposal. All other properties remain sufficiently separated from the application site for there to be any material impact. The conversion of the garage would remove a parking space on the application site, however two parking spaces have been shown on the hardstanding to the front of the property. The property currently contains three bedrooms, which would not be altered by the introduction of this proposal. Under the Parking Standards for New Developments SPD (2023), a three bedroomed property would require two parking spaces to be provided, which has been shown on the existing plans. Therefore, adequate parking provision has been retained, and the proposal would remain in conformity with Policies T2 and T3 of the Central Bedfordshire Local Plan. The application site is noted to be located within flood zone 2, however, due to the modest size and scale of the alterations, as well as no additional built form being added to the site, it is not considered that this application would lead to an unacceptable risk of flooding on the application site. Additionally, an Archaeology Officer was consulted on this application, who noted that this site is located within the historic core of Shefford, however due to the modest scale of the alterations, no objection has been raised to this scheme. Furthermore, a Tree and Landscape Officer has also been consulted on this application, who has also raised no objection to the scheme. Shefford Town Council have been consulted on this application, and support this application. This proposal was also subject to a public and neighbour consultation, and no representations have been received. Given the siting, design and scale of the proposal it is not considered that this application would lead to any detrimental harm to the character and appearance of the surrounding area.
