- Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons for Granting The site comprises a two-storey semi-detached dwelling at 159 Holme Court Avenue, Biggleswade constructed of two tones of brown facing brickwork, with a tiled roof and white uPVC windows. The property is situated within an established residential area, the neighbouring dwellings being of a similar age and character. The proposal involves the construction of a single-storey side/front extension to provide a garage. Due to the staggered building line, it would not extend beyond the front elevation of No 157 Holme Court Avenue. The development would be clearly visible in the streetscene, being positioned forward of the existing two-storey side extension and projecting approximately 1.5m beyond the principal front elevation of the dwelling. It would be designed with a flat roof which would not match the traditional pitched roof form of the dwelling. However, given its modest forward projection, set-back from the highway and subordinate scale, the proposal would remain visually subservient to the host property. Measuring approximately 2.7m wide, 5.2m deep and 2.4m in height, the scale, form and design of the development would not result in unacceptable harm the character and appearance of the surrounding area. A materials condition can be attached. The proposed single-storey extension would be located on the boundary with No. 157 Holme Court Avenue to the south. That property is separated from the boundary by its driveway and contains a high-level hallway window in its side elevation. There is an extant planning permission under ref. CB/23/03355/FULL for a single-storey side extension at No. 157, which would retain an approximately 1m gap to the boundary and have a blank side elevation. In either the existing or approved circumstances, the proposed extension would not result in an undue loss of light, loss of privacy, or overbearing impact, given the separation distances and relationship between the properties. The extension would also be well separated from No. 161. No other surrounding properties would be adversely affected. As such, the proposal would not have a detrimental effect on the amenities of neighbouring occupiers. Planning history indicates that the property has four bedrooms and therefore requires three parking spaces to meet the adopted standards. Although the proposed garage does not count as a parking space under those standards, neither is the garage internally long enough to accommadate a vehicle, sufficient off-street parking would be retained within the site frontage. Adequate parking and access would therefore be maintained. Neighbouring properties have been consulted on the application and no comments have been received. Biggleswade Town Council were consulted and have no objection subject to consultation with neighbours and consideration of their comments.
